What is a good dinner place in NYC for 17th birthday?

I’m having about 20-25 of my girl friends all go to dinner in the city for my seventh birthday and I need a nice, not too expensive restaurant. I want the price to be between like 30-35 if possible and fun. I’ve tried places like the cafeteria, spotlight (which is under renovation?), mangia and bevi, and a few others but their either too expensive or need someone 21 to chaperone.. any ideas?
